Map Ta Phut Industrial Port Phase 3 Development Project is one of the Eastern Economic Corridor (EEC) infrastructure development plans to accommodate the state investment. The aim is to facilitate shipment of natural gas and liquid cargoes for petrochemical industry. Investment on this project is in the form of a public private partnership. Private sector is encouraged to implement their expertise in innovation and technology in this project in order to enhance the country’s energy stability.

Background Information and the Current Situation

The Industrial Estate Authority of Thailand (IEAT) is a major organization responsible for the development of Map Ta Phut Industrial Port. This Industrial Port has gone through two phases of development as follows:

Phase 1: Construction of two liquid cargo berths and one general cargo berth. Completed in February 1992.
Phase 2: Dredging navigation channel and maneuvering basin to facilitate vessels according to their sizes and numbers and to ensure safety for marine traffic within port area. Completed in April 1999.

In 2006, IEAT reviewed the development model scheme of Map Ta Phut Industrial Port to be compatible with a changing environment, as well as an expansion of customer groups in Map Ta Phut Industrial Estate. As a result, the Development Project of Map Ta Phut Industrial Port Phase 3 was then determined.
Details of the Development Project of Map Ta Phut Industrial Port Phase 3

Project Location In the premise of approximately 1,000 rai of Map Ta Phut Industrial Estate, Map Ta Phut Sub-district, Mueang Rayong District, Rayong Province

1) To increase capacity for shipment of natural gas and liquid cargoes at Map Ta Phut Port

  2) To increase a number of public berths
  3) To follow the Eastern Economic Corridor (EEC) infrastructure development plans
  4) To enhance energy stability in Thailand

Project Components Comprises of two components as follows:
  Part 1 Basic Infrastructure Work Includes dredging and land reclamation, dredging navigation channel and maneuvering basin, construction of breakwaters, construction of basic facilities, and installation of marine navigation control system
  Part 2 Berth Construction Work Consists of 6 berths—two liquid cargo berths, three gas carrier berths, and one general cargo berth, along with one warehouse and natural-gas related business premise

For the Development Project of Map Ta Phut Industrial Port Phase 3 (Part 1), 18 private organizations and 1 joint venture are interested in investment of this project. The only firm that bids for this project is Gulf Plc. and PTT Tank, which is a merger of Gulf Energy Development Plc. (GULF) and PTT Tank Terminal Co., Ltd., an affiliate of PTT Plc. The shareholder ratio is 70 and 30 percent respectively. In May 2019, IEAT has summed up the project cost and return. Currently they are seeking approval from EEC and the cabinet, and requesting the Office of the Attorney General to consider the project contract afterwards. They expect to sign a joint venture contract with private sector for a start of basic infrastructure development work (Part 1) by July 2019.

The Development Project of Map Ta Phut Industrial Port Phase 3 (Part 2) is an investment on constructing berths to facilitate shipment of liquefied natural gas (LNG) and liquid cargoes for petrochemical industry. This construction is expected to start in 2023.

The aim of Map Ta Phut Industrial Port Phase 3 Development Project is to increase annual shipment of natural gas and liquid cargoes for petrochemical industry to 19 million tonnes in the next 20 years. This development project is expected to complete and start its operation in 2025. This part of Eastern Economic Corridor (EEC) development plans will help stimulate and improve Thailand’s economy.
