Thailand launches integrated investment service center TIESC at One Bangkok, joining forces with BOI, Immigration, and Labor

On April 9, 2024, Thailand officially launched the Thailand Investment and Expatriate Services Center (TIESC) at One Bangkok, located on the 6th and 7th floors of the PARADE zone, Rama 4 Road, Lumpini Subdistrict, Pathumwan District, Bangkok. This center is a collaboration between three key agencies: the Office of the Board of Investment (BOI), the Immigration Bureau, and the Ministry of Labor, aiming to provide comprehensive services and greater convenience for foreign investors. The primary goal is to enhance Thailand’s competitiveness in the global economic arena.

What is TIESC?
TIESC stands for the Thailand Investment and Expatriate Services Center, a one-stop service hub for foreign investors and skilled expatriates who have received BOI investment promotion. The center offers support in visa applications, work permits, company registration, industrial estate coordination, and legal and labor consultation. Previously, investors had to visit each government agency separately, leading to significant time and effort spent on administrative procedures.

Why is TIESC important to investors?
In today’s competitive global market, “ease of doing business” is a critical factor for investors. TIESC reflects the Thai government's strategy to create a “business-friendly ecosystem,” especially for targeted industries such as advanced technology, digital, clean energy, and healthcare. The collaboration with the Immigration and Labor departments streamlines processes and significantly reduces document processing times—from weeks to just a few days. This enables Thailand to better compete with regional peers like Singapore and Vietnam, which already have integrated investor service systems in place.

How TIESC benefits investors
TIESC provides clear information on investment regulations and tax benefits, and helps investors understand the government’s investment promotion policies, such as those under the BOI program.

It coordinates with various government agencies and offers guidance for foreign nationals who wish to work or invest in Thailand—whether through the industrial estate authority, the Department of Employment, or the Immigration Bureau—simplifying and accelerating the overall process.

TIESC also handles immigration and residence matters via the Immigration Bureau and facilitates work permits for BOI-promoted investors through the Department of Employment.

In addition, TIESC serves as a complaint resolution channel, helping to address challenges faced by foreign investors and residents.

Its presence enhances Thailand’s image as a foreign-investment-friendly country and demonstrates readiness to support international businesses.

The center consolidates all essential services into a single location, minimizing hassle and saving valuable time.

Economic benefits
Beyond serving investors, TIESC also contributes to domestic job creation and increases investment capital within the country. The arrival of foreign experts brings knowledge and technology transfer to Thai professionals over time. Furthermore, TIESC helps reduce bureaucratic burdens, improving government efficiency. This launch marks a significant milestone in positioning Thailand as a top-tier destination for global investment. With strong collaboration among the BOI, Immigration, and Labor ministries, TIESC acts as a key gateway for attracting high-quality investments and advancing Thailand toward becoming a regional economic hub.

In addition to the TIESC center at One Bangkok, Industrial Park 304—developer of industrial land in Prachinburi and Chachoengsao provinces—also offers One-Stop Services supported by the Board of Investment (BOI). These include expert consultation on applying for BOI investment promotion, land ownership for foreign investors, and factory operation licensing, with no service fees.
